Eugene Kevin Foley-Friel is an agriculture attaché at Ireland’s Permanent Representation to the European Union. He is responsible for sanitary and phytosanitary issues, forestry matters and international standards setting (Codex). This includes the Omnibus on Food and Feed Safety, and the proposed changes to pesticide legislation.
Previously he worked on Ireland’s CAP Strategic Plan for the 2023 – 2027 programme in Ireland’s Department of Agriculture, Food and the Marine (DAFM), with responsibility for environmental assessments, coordination of IT and business components, and engaging with the European Commission on amendments.
Before that he was in DAFM’s Brexit Unit with responsibility for preparing for Brexit, with a particular focus on SPS issues and import controls, as well as the Ireland-Northern Ireland Protocol.
He holds a doctorate from the University of New South Wales (Australia), as well as a postgraduate Masters by Research from King’s College London (UK), and a Bachelor of Arts from the National University of Ireland, Galway (Ireland).
